Washington Park Vegetation Renewal & Management Report

 

INTRODUCTION

 

Washington Park Conservancy is a citizen based non-profit group that addresses the preservation and full use of historic Washington Park in Albany, New York. KESTENBAUM/LANDSCAPES joint venture was commissioned by the Conservancy to do a historic landscape study of the park in 1987. The report entitled Historic Landscape Report Preservation Plan and Management Proposal was completed in 1988. This comprehensive work documented the history of the park from the 1870s to the present, recorded the existing condition of park vegetation, soil, water features, drives, walks and furnishings and darified community goals for the park. An analysis presented a comparison of historic to current conditions and proposals for future preservation treatment were recommended for each area of the park. As implementation of individual projects proceeded additional detailing of the work to be undertaken was needed. In 1989 a planting plan for the development of the Madison Avenue shrub border was developed as one step in this process.

 

In 1992, the Conservancy received a modest grant from the New York State Council on the Arts to develop vegetation management and renewal guidance for selected areas of Washington Park. The King Fountain and the Croquet Lawn were the two areas chosen as the focus of the current project. These two areas are adjacent to each other and were chosen by the Conservancy and LANDSCAPES because they encompass the diversity of landscape types that are found throughout the park and, especially in the case of the Croquet Lawn, the vegetation character has significantly changed over time. Choosing two areas that illustrate the spectrum of the styles of landscape found within the park ensures the probabifity that issues discussed here are likely to be repeated elsewhere in the park and therefore the conclusions and recommendations can be applied to other areas.

 

The current project is entitled Washington Park Vegetation Management & Renewal Plan: King Fountain and Croquet Lawn. The steps undertaken in this project are:

 

1.

Record the location, species and condition of existing deciduous, coniferous and

flowering trees and shrubs, and the location and contents of perennial and annual flower beds in the park;

 

2.

Identify, to the greatest possible extent, the historic trees that remain in the park;

 

3.

Develop a base map that shows all the existing vegetation at a scale of 1” = 60’ and

an accompanying text that explains the plan;

 

4.

Compare historic plans, postcards and photographic images of the park vegetation and

design intent for these two areas to the existing condition;

 

5.

Develop a Vegetation Analysis Plan, at a scale of 1” = 60’ to demonstrate changes and

similarities between the historic and contemporary conditions of the two areas and an accompanying text that explains the plan;

 

6.

Develop guidelines for a planting program for the King Fountain and Croquet Lawn

areas referencing the draft Secretary of the Interiofs Guidelines for the Treatment of Historic Landscapes and append relevant sections of this national document;
